Christopher Zoukis holds a Juris Doctor and a Master of Business Administration and serves as Managing Director of Elizabeth Franklin-Best, P.C. Over more than a decade of writing, publishing, and advocacy, he has become one of the most widely cited authorities on how the federal prison system actually works — the rules and discretionary decisions that determine where a person serves a sentence, what programming they can access, and how much time they ultimately spend in custody. Christopher Zoukis earned his Juris Doctor from the University of California, Davis School of Law, where he served as Articles Editor of the UC Davis Law Review and was a member of the Trial Practice Honors Board. He held leadership roles as Vice President of the Criminal Law Association and Students Against Mass Incarceration, and received the Witkin Award for Academic Excellence and the Reynoso Academic Achievement Award. He also holds a Master of Business Administration and a Bachelor of Arts in Interdisciplinary Studies (business administration and legal studies) from Adams State University, as well as Paralegal, Advanced Paralegal, and Employment Law certificates.

Advocacy and Board Service
